On Wednesday, October 3rd, 2007, at the Annual Convention of the Maryland Classified Employees Association (MCEA) in Ocean City, Maryland, a certificate of special recognition and appreciation was presented to the MCEA Public Safety Non-Custody Employees Chapter.
Chapter President Larry D. Kump accepted the award on behalf of the chapter from MCEA Area IV (Western Maryland) Governor Star Blickenstaff.
The award included, but was not limited to, a listing of the following chapter accomplishments:
Two pay grade increase for all Maryland Prison Case Managers (This was due to the persistent efforts of just a few local chapter leaders)
Creation of Chapter Psychology Task Force to address Psychology Department Employees' issues.
Approval of optional compressed work week (4 days, 10 hour days) for Prison Case Managers and other Maryland Division of Correction (DOC) non custody employees.
Legislation adding Prison Case Managers to upcoming Legislative Task Force to Reduce Inmate Violence.
Installing special security locks on doors of Prison Case Managers' offices in the inmate housing units at Roxbury Correctional Institution (RCI).
Creation of a vibrant and powerful legislative advocacy voice for non custody public safety employees.
Victories in numerous individual and group employee grievances, including issues involving opportunities for promotion (Denise Gelsinger, et al).
Grass roots empowerment of the chapter as a powerful and effective voice within MCEA.
Creation of a local chapter website (www.mcea67.org)
Major voice in the defeat of legislation to allow DOC officials to involuntarily transfer prison employees more than 50 miles from their workplaces.
A major role in the defeat of AFSCME's money grab legislation to force all state employees to pay a service fee to AFSCME as a mandatory condition of employment.
Major statewide and local media reporting of the chapter's efforts and opinions.
Effective communications and meetings with top Public Safety and DOC officials.
Major voter registration efforts and local chapter leaders' involvement as election poll officials.
Legislation resolving pension problems for Prison Case Managers who previously were correctional officers (Jodie Arnold, et al).
